The Manitoba Provincial Nominee Program (MPNP) will conduct targeted Expression of Interest (EOI) draws to invite individuals who were issued Support Letters under the Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates, and who have successfully obtained a work permit under this public policy, to apply for provincial nomination.

All individuals who were issued a Support Letter will receive an Invitation to Apply (ITA), beginning with those approved between April 22 and June 30, 2025. ITAs will be sent to the email address provided in candidates’ Support Letter applications.

Support Letter recipients approved after June 30, 2025 can continue to monitor https://immigratemanitoba.com for updates on the next round of ITAs.

Please do not contact the MPNP to request an ITA if your Support Letter was approved after June 30, 2025.

Manitoba continues to face labour market shortages, and employers are experiencing difficulty with filling critical labour gaps, especially in rural and northern regions where challenges are heightened.The Manitoba government recognizes these challenges and remains committed to supporting employers.

As of April 14, 2026, Manitoba opted in to two temporary measures offered by Employment and Social Development Canada for the Temporary Foreign Worker Program, which will support eligible rural employers across the province.

The two temporary measures are:

  1. eligible employers will be able to retain their current proportion of low-wage positions filled by temporary foreign workers at a given worksite, above the cap.
  2. eligible employers will benefit from a 15% cap — instead of the usual 10% cap — on the proportion of temporary foreign workers in low-wage positions.

Both measures will be applicable to eligible employers across all sectors in all regions of Manitoba, except for the Winnipeg CMA.

The Manitoba Provincial Nominee Program is enhancing the way applicants, representatives, employers and the general public can contact the program. These changes will streamline processes and improve response time to inquiries.

Beginning March 2, 2026, applicants can use the appropriate webform to submit inquiries for review by program staff. The MPNP will no longer respond to any inquiries received via email.  For more details about forms – please see here. Please note that only inquiries in French from Francophone applicants do not need to use this new process and can continue to use the immigreraumanitoba.com mailbox as usual.

If you have not yet received a response to a previous email, please do not submit a new request through this process at this time. Doing so will increase response times for everyone. The MPNP continues to review and respond to requests received before March 2, 2026.
